AMITH contributes, with the help of the Vocational training Department, to the implementation of the technical assistance projects for the development of the vocational training in the Textile-Apparel sector, these projects are funded by the following financial backers: European Union, GTZ ( Germany), ACDI (Canadian Development Agency):
The three main projects are:
- MEDA 2 project.
- Competency-based approach.
- In-service vocational training program.

3. Project progress state
* Launching and adjudication of 5 bid invitations concerning textile and clothing:
- CO5 Contract: Human Resources
- CO2 Contract: Employment market

- CO4 Contract batch 2: Private sector of training
* Organizing and animating the planning workshops with the retained consortiums (according to the principles of Management Centered on the Results) for each Bid invitation starting from September 2005.
* Starting the implementation of the various batches of the project (Human Resources, learning, employment market, training engineering).
* Supporting the first group of 17 companies to carry out pre-diagnoses and strategic diagnoses.
4. Training department activities
- Continuous coordination with UAP team and the various projects experts to define a realization planning of the experts interventions.
- Participation the 19 and 20 October, 2005 in the Planning workshop (GAR) of the component “Employment market study for the Textile-Apparel sector”.
- Participation the 09 November, 2005 in the Planning Workshop (GAR), learning section, organized by UAP/Meda2.

2. Objectives and consistency
· To assist the partner companies in setting up a human resources function that is connected to the strategic choices on the needs for recruitment and local competences,
- To develop the employment ability of youth, of the job seekers in general and of the workers implementing and realizing training plans that help the workers prepare to access jobs according to the career plan: literacy, specialty, adaptability, spirit of autonomy, responsibility, supervision, creativity for the improvement of the professional and social competences;
- To help 10 volunteer companies of the textile/Apparel sector, to implement experimental innovating forms for the initial and in-service trainings, such as Learning Training Centers (CFA);
- To help GIAC and the private human resources consulting firms in the development of the new integrated approaches for the interventions within the companies in the field of HRM (managers coaching for diagnoses, elaborating development strategies for the companies, raising the needs for competences to carry out these strategies and elaborating and implementing plans in order to satisfy these needs for competences);
- To create within the professional associations (AMITH and FNIH) a companies consulting and assistance structure for the promotion of training in the workplace;
- To assist SEFP (state secretariat for professional training) on the continuous improvement of the FPMT (Vocational Training Program in the Work Environment) system, in its plan for widening on the national level, and to contribute to the implementation of a Vocational Training roadmap in the sectors.
3. Situation of the Project
1) CFA’s (training centers by trade)realization and assistance
- 6 companies have CFA in action with the first year training in the “Specialized worker in clothing manufacturing” trade.
- 3 companies have started its administrative procedures, opening of the CFA’s set for the end of 2005
- 5 companies have confirmed their interest in creating CFA’s
2) Support actions of the partner companies of the project
- Coaching of the managers of the six clothing companies (in progress).
- Realization of a study on an optimal Human Resource Management in the TA companies.
3) Documentation availability on: training programs, manuals and tools on learning development.
4. Training department activities
- Sustained coordination with the FPMT program team and the project experts.
- Participation on October 11th, 2005 in a meeting about the apprentice’s evaluation organization procedures within the framework of the FPMT/GTZ project.
- Drafting of a follow-up report of the FPMT project.

3. General objectives of the project:
- To increase the human resources adaptation capacity in order to support the upgrading of the Moroccan economy for readiness to a Free Trade
- Agreement Zone;
- To reinforce the capacities of the existing Moroccan vocational training system so it can deal with the vocational training reengineering process of the CBA;
- To reorganize the training industrial activities into 6 sectors (Textile/Apparel, Tourism, services, IMMEE, Agriculture and Handicrafts);
- To successfully apply the CBA in the 6 experimental EFP: 1 in Textile/Apparel, 1 in Tourism, 1 in The services, 1 in IMMEE, 1 in Agriculture and 1 in Handicrafts.
4. Specific objectives for the textile–apparel sector:
Experimental CBA institution: Textile Clothing Manufacturing Vocational Training Center Ben M’Sik Casablanca:
- Reform of the Training activities according to the guidelines of CBA.
- Reengineering of the training outlets according to CBA guidelines: administrative, structural, educational, competence evaluation, management, CBA referential implementation method.

Clothing segments development project as guided by the CBA:
Out of 5 segments, two benefited from technical assistance:
- Industrial clothing manufacturing (Sewing machines operator): all the CBA approach was implemented. The industrial activity started on October 2005 (implantation stage).
Clothing techniques (in progress). This industrial activity concerns:
- Industrialization (study, planning, methods, quality control agent)
- Production (chain manager, launching, coordination, quality agent…)
